The Port of Newport Board of Commissioners met to discuss the candidates that had been narrowed down in the search for a new Port Manager. After discussion in executive session the port opened back into the special meeting and a motion was made by Jeff Lackey to authorize Port vice chair Sarah Skamser to enter into negotiations with the Special Districts Association of Oregon (SDAO) to conduct further background check and offer the Port Manager position to Paula Miranda.

The commission approved the motion by a 3 to 1 vote. Miranda had applied for the position in 2013, and was runner up when Kevin Greenwood was selected. She has worked for almost 12-years for the Port of Columbia County. Port Vice Chair Skamser said that Paula brings a smart and steady hand to the port. She has experience in leadership, grant writing and has shown strong leadership in economic and business development.

Skamser added that she also has an understanding of Oregon state lands and wetland issues. "What stuck with me was her teamwork, and how determined she was". Skamser said "she wanted this job, has a vision and wants to help us out". The commissioners stated it was a tough decision as they had some very qualified candidates to choose from. If all goes well with the background checks and Paula accepts the position, the commission hopes to have her on board by mid April.
